Mr Sédiko DOUKA is the Commissioner in charge of Energy and Mines of ECOWAS. He has nearly 27 years of professional experience in the field of infrastructure, particularly energy. Mr DOUKA is specialised in energy, transport and ICT programs and project structuring and coordination. He has in-depth knowledge of the rules and procedures of the main development partners and donors, an international experience of 16 years of which three was at the United Nations and nine at the ECOWAS Commission at Director level.
Mr DOUKA joined ECOWAS as a Regional Adviser for Infrastructure Development. He participated in the development of several regional energy policy texts and acted as the focal point of the Program for Infrastructure Development in Africa (PIDA).
He was involved in setting up the following specialised ECOWAS agencies: the PPDU, ERERA and ECREEE.
Mr DOUKA worked for seven years (2002-2009) at the Headquarters of the Agency for the Safety of Air Navigation in Africa and Madagascar, (ASECNA) in Dakar, Senegal – a multinational organisation of 17 Member States and eleven years at the Nigerien Electricity Company, NIGELEC, a public company in charge of the production, transmission, distribution and marketing of electric power in Niger.
He holds a Diploma of Electromechanical Engineering from the Ecole Supérieure Interafricaine de l’Electricité (ESIE), Bingerville – Ivory Coast, a DESS in Administration and Business Management and a Master of Finance from University of Dakar (Senegal). He also holds a Certificate in “renewable and non-renewable energies” from the Universities of Rennes 1 and 2 in France.

When you buy a ticket
The following items of personal data will be collected and stored when you buy ticket(s) for an event:

You will also be asked for your payment card details but that data is not processed or stored by WAPECC or Konect Group Ltd.
Virtual event platform
When you register, an account will be created with all the information that you entered. This account will allow you to access to the platform and the attendees’ list to network before, during and after the event.
Your data will be given to Swapcard, our partner and editor of our digital platform.
Your data will be protected and not commercialised.
You have the right to access your data, as well as editing or deleting it.

Why is this data collected?
This is why we need each of these items of personal data:
– Your name – this will appear on your ticket so that your identity can be checked at the event.
– Your email address – we will email your order confirmation (receipt) to this address. Your tickets are electronic tickets and they will also be emailed to this address.
– Your address – This is used to process your payment.

1. INVESTMENT CLIMATE
Senegal offers a stable political environment, a favorable geographic position and strong institutions with growing opportunities for foreign investment. The Government of Senegal welcomes foreign investment and has prioritised efforts to improve the business climate in what is one of Africa’s fastest growing economies. According to the World Bank 2017 Ease of Doing Business, Senegal is now doing better than Sub-Saharan Africa and OECD high income countries in terms of starting a business, particularly in the number of days required to register a firm.
2. ECONOMIC DIVERSIFICATION
Senegal has put in place a series of economic reforms as part of the “Plan Senegal Emergent” (PSE) adopted in 2014 to accelerate progress towards becoming an emerging economy by 2035. The ESP aims to promote fiscal consolidation, increasing public savings to support higher public investment in human capital and public infrastructure; and envisages structural reforms to attract foreign direct investment (FDI), boost private investment and drive export diversification. It focusses on four key sectors to unlock inclusive growth, including energy, agriculture and land, ICT and transport.
Senegal is a regional hub for West Africa. Many international companies set up their headquarters there in order to export goods and services to the whole of the African continent. The country has many undeniable assets; a democratic political stability, economic growth and many very favorable national agreements with key partners.
The country enjoys an prime geographical location, with a major seaport and easy access to European and North American markets; the country is located 4-5 hours from Europe, 4-5 hours from the United States of America and 5-6 hours from South America.
The Republic of Senegal is the most stable country in West Africa and the best example of democracy in the region.
The need for electricity has exceeded supply for several years, making the increase in energy production capacity a priority of the Senegal Emergence Plan. According to the World Bank, annual growth slowed between 2006 and 2011 to 2 points because of rolling blackouts.
The integrated recovery plan for electricity provides a series of measures that will ensure the increase of the country’s production capacity. Plan Senegal Emergent (PSE) is designed to enable the country to reach its target of 20% for renewable energy.
Large investments are being made; the US Aid agency Millennium Challenge Corporation (MCC) amongst others are investing around 600 million US dollars in the electricity sector to forward the plan for sustainable energy.
