Dr Haliru Dikko is the Council Member-Economist at the ECOWAS Regional Electricity Regulatory Authority (ERERA), in Accra, Ghana. Prior to his present appointment by ECOWAS, he was the General Manager and Head of Market Competition and Rates Division of the Nigerian Electricity Regulatory Commission (NERC), Head of Tariff and Rates Regulations and Head of Renewable Energy, Research and Development Division. He was part of the pioneer staff of NERC, established in 2005.

Dr. Dikko before joining the energy sector, worked in the banking industry for over seventeen years.

Dr. Dikko has led many discussions and presented research papers on investment, electricity tariff and market reforms. He was an adjunct lecturer in Electricity Economics at the University of Ibadan, Nigeria and a visiting Senior Lecturer at the Department of Economics, Usmanu DanFodio University Sokoto.

Dr. Dikko holds a PhD in Economics from the Usmanu DanFodio University, Sokoto and an MBA from the Ahmadu Bello University, Zaria, Nigeria.  He is a fellow of the Chartered Institute of Bankers and Certified Regulation Specialist.

He started his career with Zenith Bank in 2002 and joined PricewaterhouseCoopers in 2004. His over 19 years’ experience covers accounting, assurance and business advisory; and cuts across financial services, power and oil & gas sectors.

He is a fellow of the Institute of Chartered Accountants of Nigeria; he holds a B.Sc. in Food Technology from University of Ibadan and an MBA from Warwick Business School.

His clients include power and oil & gas players within and outside Nigeria, he regularly writes and speaks on industry issues.

Luc Tanoh is a highly experienced and motivated Senior Executive, currently Managing Partner with German Company Cronimet Power Solution for West Africa and advising International Companies in the Telecommunication Sector; recently CEO of Econet Wireless CAR and Special Advisor to the EWG Group, with significant board-level expertise encompassing GSM, energy and renewable energy strategy, operations and P&L accountability in regional and continental leadership roles. Luc has had an international career. He is a very experienced senior executive with over 30 years in the Telecom, IT, Power Utility and Engineering industries. His experience has seen him work in and with international companies located in the US, throughout Europe as well as throughout Africa.

Luc has spent 20 years of his career in the telecommunication industry in Africa mainly based in South Africa. Luc’s current passion and focus today is to enhance and better the lives of people throughout Africa and the rest of the world through Renewable Energy.

Luc was born in France however holds dual citizenship with France and the Ivory Coast. He is fully bi-lingual in English and French as speaks basic German and Spanish. He holds a Master Degree of Sciences in Electrical Engineering from the Swiss Federal Institute of Technology and a Master’s Degree of Sciences in Industrial Engineering and Operations Research from the University of Berkeley in California.

Liam Gerding – Consultant for the Project Development Programme (PDP) of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). PDP, together with the GIZ projects and the German Chambers of Commerce Worldwide Network, locally develops appropriate solutions with a view to developing the markets, promoting partnerships between German and local companies, and advancing specific renewables projects with a particular focus on solar project for commercial and industrial customers. Liam has a Master of Arts in Environmental Policy and Planning both from the Free University of Berlin and the Technical University of Berlin. He has lived and worked in the Netherlands, Madagascar, Mali and Senegal. Prior to joining the GIZ, Liam worked with an Offshore Wind association and at the German Parliament. Currently Liam is based in Berlin.
