Mr DOUKA is specialised in energy, transport and ICT programs and project structuring and coordination. He has in-depth knowledge of the rules and procedures of the main development partners and donors, an international experience of 16 years of which three was at the United Nations and nine at the ECOWAS Commission at Director level.

Mr DOUKA joined ECOWAS as a Regional Adviser for Infrastructure Development. He participated in the development of several regional energy policy texts and acted as the focal point of the Program for Infrastructure Development in Africa (PIDA).

He was involved in setting up the following specialised ECOWAS agencies: the PPDU, ERERA and ECREEE.

Mr DOUKA worked for seven years (2002-2009) at the Headquarters of the Agency for the Safety of Air Navigation in Africa and Madagascar, (ASECNA) in Dakar, Senegal – a multinational organisation of 17 Member States and eleven years at the Nigerien Electricity Company, NIGELEC, a public company in charge of the production, transmission, distribution and marketing of electric power in Niger.
