Monsieur Dahouenon est Ingénieur Electrotechnicien et titulaire d’un Master en planification énergétique de l’Université technique de Berlin. Après un passage dans l’industrie électrique en Allemagne de 1988 à 1989 Monsieur Mansour Assani Dahouenon intègre en 1990 la GIZ. Il passera ensuite dans le secteur de la consultance en 1999 et interviendra dans plusieurs pays notamment pour le compte de la Banque Mondiale, l’Union Européenne et la Banque Africaine de Développement. Il est revenu en 2017 à la GIZ pour diriger un Projet d’envergure de la Coopération allemande au Sénégal. Il coordonne depuis 2014 l’appui du Gouvernement allemand à la CEDEAO en vue de la promotion du marché régional de l’électricité respectueux de l’environnement en partenariat avec le Système d’Echanges d’Energie Electrique Ouest Africain (EEEOA), le Centre de la CEDEAO pour les Energies Renouvelables et l’Efficacité Energétique (CEREEC) et l’Autorité de Régulation Régionale du secteur de l’Electricité de la CEDEAO (ARREC).

Titulaire d’un Master en Finances et Gestion publiques, Mouhamadou Makhtar CISSE, Ancien du barreau est diplômé de L’ENAM, Inspecteur des douanes, major de sa promotion.
Admis major au concours d’entrée à l’Inspection Générale d’Etat en décembre 2001, il quittera le poste de Directeur de Cabinet du Ministre de la Pêche Cheikh Saadibou FALL, pour aller servir à la Présidence de la République pendant 8 années.
Il est nommé : ▪ en décembre 2009, Directeur Général des Douanes, ▪ Ministre Délégué auprès du Ministre de l’Economie et des Finances, chargé du Budget en 2013, ▪ Ministre, Directeur de Cabinet du Président de la République en 2014,
▪ Directeur Général de Senelec de juin 2015 à avril 2019.
Ancien du Prytanée militaire de Saint-Louis, il est titulaire de plusieurs décorations :

He has been prominent in the establishment of ERERA since its initial stage, and has been heavily involved in the drafting of the regional regulations and policies adopted to date for the establishment of the West African Power Pool (WAPP) including ECOWAS Energy Protocol, WAPP Conventions, Constituent acts of ERERA and the Regional Electricity Market Rules and Procedures. Before joining ECOWAS, Mr. BANGOURA was Legal Adviser to the Minister of Energy of the Republic of Guinea, where he built up a practical experience at the national and international levels on energy policy issues, and in the negotiation and drafting of international laws relating to electricity projects and in the field of cooperation on international rivers. Previously, Mr. BANGOURA had a career as a Senior Executive at the Central Bank, and was responsible for Tax/Business Law courses at the University of Conakry. As a Specialist in Business Law, he has over 27 years of experience in the finance and energy sectors.

Djiby NDIAYE was born on 05/01/1961 in Linguère, Senegal. After graduating as a design engineer in electro-mechanical engineering at the Ecole Polytechnique de Thiès in 1987, he began his professional career at the Open Research Office of Professional Engineering/Africa-Europe. In 1991, he became the head of technical services at the GBIF, an industrial maintenance, metal construction and building company and then Director of operations of the company SETIM Afrique S. A specialized in civil engineering in 1993. In July 1998, he embarked on entrepreneurship and took over the direction of the SERIC. In this capacity, he is responsible for supervising the commercial activities, the technical studies, the Organisation and the coordination of projects. From 2001, he joined the CESAG Group (African Centre for higher studies in management) where he held until 2012, the posts of deputy Director in charge of Heritage, deputy Director of heritage, human resources and supplies and then Director of General Services. In 2004, he won a diploma in Higher Education (DESS) in Administration and business management. He is currently appointed Director General of the ANER (National Agency for Renewable Energies) whose main mission is to promote the use of renewable energies, including bioenergy, in all sectors of activities, a position he has held since November 01, 2012. Nicole Poindexter is the Founder of Energicity a leading offgrid minigrid developer in West Africa. Founded in 2015, the company provides affordable, reliable, scalable electricity to 15 rural communities in Ghana and the winner of a contract to serve an additional 32 communities in Sierra Leone. Prior to founding Energicity, Nicole Poindexter was Senior Director Global Business Development from start up to IPO in 2014 in leading smart grid and utility software company Opower/Oracle. Additionally, in 2011 Nicole Poindexter was appointed to be an inaugural member of the US Department of Commerce Renewable Energy and Energy Efficiency Advisory Committee.
Earlier in her career, Ms. Poindexter was Senior Policy Advisor for the Mayor’s office in the City of New York under the Bloomberg Administration leading economic development in Harlem and the Bronx; and has started several for profit and not for profit organizations.
She received her BA from Yale University in Political Science and a Masters in Business Administration with Distinction from Harvard University.

M. Siengui Apollinaire KI est Secrétaire Général de l’EEEOA depuis Juillet 2015. Ingénieur en électricité, il a travaillé de 1985 à 2014 à la Société nationale d’électricité du Burkina Faso (SONABEL). Il a occupé divers postes, notamment Directeur Technique, Directeur de la Production et de la Transmission et Directeur Général de 2011 à 2014. Il a été conseiller technique auprès du ministre chargé de l’Energie et des Mines du Burkina Faso en 2014. Il a également été expert résident du WAPP pour la mise en œuvre du programme d’urgence de la CEDEAO relatif à l’alimentation électrique de la République de Gambie de 2014 à 2015. Enfin, il convient de noter que de 2011 à 2014, il a été membre puis vice-président du Conseil d’administration du WAPP et, de 2000 à 2011, représentant du Burkina Faso au sein du groupe de travail technique de la CEDEAO chargé de la création du WAPP et membre du comité d’ingénierie et des opérations du WAPP.
M. Ki est un chevalier de l’ordre national du Burkina Faso.
